Singapore and Sweden Deepen Cooperation on Clean Energy and Regional Interconnectivity
The inaugural Singapore-Sweden Forum at SIEW 2025 witnessed two key signings: a Memorandum of Understanding (MOU) between Keppel and Siemens Energy to explore low-carbon power generation solutions; and a SIEW Partnership Agreement between the Energy Market Authority (EMA) of Singapore and Business Sweden to deepen energy collaboration.
In his Welcome Remarks, Jonathan Goh, Director of External Relations at the Energy Market Authority (EMA) of Singapore, underscored the strong alignment between both countries’ ambitions to build sustainable, innovative energy systems. He highlighted Sweden’s forward-looking approach to energy innovation, citing advanced technologies such as district heating powered by renewable fuels, carbon capture and storage, and hydrogen power systems.
These examples, Mr Goh said, showcase how innovation and engineering excellence can support deep decarbonisation. In turn, Singapore offers a regional testbed and scaling hub for such solutions, connecting ideas, investments, and markets across Southeast Asia.
Truls Borgström, Sweden’s Governor to the International Energy Agency, reaffirmed Sweden’s commitment to innovation and partnerships with countries like Singapore to develop solutions that advance global electrification and secure a cleaner energy future for all.
In his address, he outlined Sweden’s journey towards the decarbonisation of its electricity and heating sectors. With 99 percent of Sweden’s electricity being generated from low-carbon sources, the country’s energy mix includes large-scale hydro, wind, bioenergy, and nuclear—supported by a liberalised electricity market and strong carbon pricing.
Enhancing partnerships to strengthen regional energy resilience
H.E. Siow Huang Gan, Minister of State, Ministry of Foreign Affairs & Ministry of Trade and Industry, Republic of Singapore, and H.E. Ebba Busch, Deputy Prime Minister and Minister for Energy, Business and Industry, Kingdom of Sweden, delivered keynote remarks during the event.
Highlighting the importance of forward-looking cooperation, H.E. Ms Gan reiterated Singapore’s commitment to deepening ties with Sweden, building on the bilateral MOU signed between Singapore’s EMA and Sweden’s Ministry of Climate and Enterprise during the state visit of His Majesty King Carl XVI Gustaf last year. The forum, she said, represents another step toward meaningful partnerships that connect innovation, infrastructure, and policy for a cleaner energy future.
H.E. Ms Gan shared that Singapore’s energy strategy rests on expanding low-carbon electricity imports, enhancing regional grid interconnectivity through the ASEAN Power Grid, and strengthening its national grid via the Future Grid Capabilities Roadmap. She added that Sweden’s experience with cross-border energy trading and regional grid integration in the Nordic market offers valuable lessons for ASEAN.
H.E. Ebba Busch of Sweden outlined Singapore’s leadership in clean energy and partnership with Sweden to drive sustainable growth through partnership, technology, and shared expertise. She highlighted the strategic Siemens Energy–Keppel partnership as a powerful example of how government and industry cooperation can accelerate the global transition to low-carbon energy.
She further noted that Sweden’s engagement with Asia is rooted in sustainable trade, investment, and competitiveness, with energy as a key pillar. Singapore’s position as a regional hub for green finance, innovation, and technology makes it a natural partner in advancing energy transformation, she added.
