Singapore-International Energy Agency (IEA) Forum

ORGANISER Energy Market Authority and International Energy Agency (IEA)
DATE 28 October 2025
TIME 10:00 - 12:15 hrs
VENUE Level 4, Sands Expo and Convention Centre, Singapore

Energy security remains a top priority in global policy discussions, shaped by cross-border electricity trade and evolving supply chains. In Southeast Asia, the region’s fast-growing population and urbanisation are intensifying energy needs, driving an urgent push towards more secure, sustainable and digitally enabled energy systems. At the same time, Artificial Intelligence (AI) is emerging as a transformative enabler, from optimising power grids to boosting energy efficiency and system resilience.

At the Global Conference on Energy and AI held in Paris in December 2024, the message was clear: AI is not just a tool for innovation, it is a lever for energy transitions, especially in emerging economies where energy systems are rapidly evolving. It is now the time for policy makers and industry to collaborate and work together the leverage on AI to meet electricity demand in a secure and sustainable manner.

The IEA Regional Cooperation Centre in Singapore will enhance IEA’s collaboration with Southeast Asia and Asia Pacific. This forum will explore how the Centre can support knowledge sharing, capacity building and policy development in pursuit of a more secure and sustainable energy future.

Presented by:

As Southeast Asia races to meet rising energy demand, reduce emissions and expand renewable energy integration, regional energy cooperation has never been more important. Central to these efforts is the ASEAN Power Grid (APG), which plays a key role in supporting both energy security and the clean energy transition.

This panel will explore how cross-border electricity trade, grid modernisation and system flexibility can jointly enhance energy security, resilience and affordability across the region. It brings together experts from regulators and the private sector to explore how integrated infrastructure and innovation can strengthen ASEAN’s collective energy security and transit to a more sustainable energy system.

Panellist:

  • Elaine Lam, Group Managing Director, Head of Global Corporate Banking, OCBC
  • H.E. Felix William Fuentebella, Undersecretary, Department of Energy, The Philippines (Invited)
  • H.E. Hoang Long Nguyen, Deputy Minister of Industry and Trade, Vietnam (Invited)
  • Puan Mareena Mahpuz, Deputy Secretary General (Energy), PETRA, Malaysia (Invited)
  • Clare McLaughlin, Head of Energy Performance and Security Division, Department of Climate Change, Energy, the Environment and Water, Australia (Invited)

Moderator:

  • Anders Hoffman, IEA GB Chair, Deputy Permanent Secretary, Ministry for Climate, Energy, and Utilities Denmark (Invited)

As power systems grow more complex and decarbonisation efforts accelerate, the role of AI is expanding from experimental tools to critical infrastructure. From grid management and operations to renewable energy integration, the world is entering an era where AI is important to energy transformation.

The IEA’s Energy and AI Report 2025 projected that AI-enabled applications could unlock USD 110 billion in annual operation savings and reduce carbon dioxide emissions by up to 1.4 gigatonnes by 2035. However, these benefits require governments and institutions to address challenges around data access, infrastructure readiness, policy alignment and digital trust. Panellists will explore how we can create the right enabling environment for AI in energy, through better policy coordination, cross-border collaboration and data governance.

Panellist:

  • Juan Mas Valor, Chief Operating Officer, Vena Group
  • Jo Eekno, Director-General for Energy Policy, Ministry of Energy, Trade and Industry, Korea (Invited)
  • Samerjai Suksumek, Advisor to the Minister of Energy of Thailand (Invited)
  • Heijdra Michel, Director-General for Climate and Energy, Ministry for Economic Affairs, The Netherlands (Invited)
  • Professor Ho Teck Hua, Founding Executive Chairman, AI Singapore (Invited)

Moderator:

  • Laura Cozzi, Director of Sustainability, Technology and Outlooks, IEA (Invited)

Strengthening LNG and Natural Gas Supply Chains for Energy Security

The global energy transition continues to reshape supply chains, with LNG and natural gas playing a critical role in ensuring reliable energy access. According to the IEA’s Gas Market Report Q1-2025, Asia Pacific accounted for nearly 45% of incremental gas demand in 2024, driven by industrial and energy sector needs. This rising demand underscores the need to strengthen LNG and natural gas supply chains and infrastructure, ensuring secure and diversified import sources. This fireside chat will explore how we can manage supply disruptions, optimise procurement strategies and build more resilient LNG and natural gas supply chains to enhance energy security.

Panellist:

  • Asako Ueno, Deputy Commissioner for International Affairs, ANRE, Japan (Invited)
  • Tommy Joyce, Acting Assistant Secretary of International Affairs, Department of Energy, United States (Invited)
  • Dr. Ir. Dadan Kusdiana, Secretary General of Energy and Mineral Resources, Ministry of Energy and Mineral Resources, Indonesia (Invited)
  • Nancy Mahieu, IEA SGD Chair, Director-General for Energy, Belgium (Invited)
