Ms. Loreta G. Ayson, CESO I is a Bachelor of Science in Commerce graduate from the University of Santo Tomas (UST) and a holder of a Masters Degree in Public Management from the Development Academy of the Philippines. She also completed the academic requirements for Master of Arts in Human Resource Management at the UST. She was a consistent honor student and a recipient of various leadership awards.

An “old hand’ in the DOE, Undersecretary Ayson joined the DOE on May 16, 1979. She rose from the ranks, occupying various positions such as Information Officer, Administrative Officer, Chief of Human Resource Division and Director III prior to her appointment as Undersecretary in 2008.

Undersecretary Ayson exercises overall supervision of the DOE’s Energy Policy and Planning Bureau (EPPB), Energy Research and Testing Laboratory Service (ERTLS) as well as Legal Service (LS). Prior to her new assignment as Supervising Undersecretary for EPPB, ERTLS and LS, she was overseeing Energy Utilization Management Bureau (Energy Efficiency & Conservation and Alternative Fuels & Energy Technology), Administrative and Finance Services and the DOE Field Offices in Luzon, Visayas and Mindanao. She also used to supervise the Information Technology and Management Services.

Presently, she is the designated Philippine Senior Official on Energy (SOE) Leader for Asia-Pacific Economic Cooperation (APEC), Association of South East Asian Nations (ASEAN), Asia Cooperation Dialogue (ACD) and other international cooperation activities of the DOE. Likewise, she is the Principal Representative/Focal Person of the European Union Switch Asia Programme – Policy Support Component in the Philippines.

In the DOE, she is presently the Chairperson of the Gender and Development (GAD) Focal Point, Project Review Committee, Performance Management Team, and Programs & Projects Monitoring & Evaluation Committee.

Undersecretary Ayson is also the DOE representative to the Philippine Economic Zone Authority (PEZA) Board, the National Development Company (NDC) Board, the Climate Change Adaptation and Mitigation Cabinet Cluster and the National Economic and Development Authority’s (NEDA) Investment Coordination Committee - Cabinet Committee (NEDA ICC-CabCom), the NEDA Infrastructure Committee (NEDA InfraCom) and the NEDA Official Development Assistance (NEDA-ODA).

Among the completed projects handled by Undersecretary were the Asian Development Bank-funded Philippine Energy Efficiency Project (PEEP) where she served as the Project Director and the UNDP-funded Philippine Efficient Lighting Market Transformation Project (PELMATP) where she was the Chairperson of its Policy Advisory Board.

A Certified Alternative Dispute Resolution Specialist, Undersecretary Ayson is the President of the National Union of Career Executive Service Officers, Energy Sector Chapter and the Executive Vice President of the Board of Trustees, YMCA Manila. She likewise serves as an Assessor at the Assessment Center of the Career Executive Service Board and a lecturer/resource speaker on energy, human resource management and project management.

Undersecretary Ayson was the Editor-in-Chief and Associate Editor of the then Ministry of Energy’s publications, The Energist and BEU Quarterly Review, respectively. She has also written articles published in leading newspapers, journals and other publications.
