刘强，经济学博士，研究员。中国社会科学院全球能源安全智库论坛秘书长，中国社会科学院数量经济与技术经济研究所能源研究室主任。
2004年毕业于中国社会科学院研究生院数量经济与技术经济系，获经济学博士学位，之后进入中国社会科学院数量经济与技术经济研究所工作，2010－2013年任资源技术经济研究室副主任，2014年之后担任资源技术经济研究室主任。2006－2007年在国务院信息化工作办公室推广应用组工作，负责电子商务与农村信息化工作。2008年8月至2009年8月到美国约翰•霍普金斯大学尼兹高级国际研究学院作访问学者。2010年11月至2011年10月挂职新疆生产建设兵团第七师国资委副主任、发展和改革委员会副主任，荣获个人三等功一次。
2012年之后联合美国能源安全理事会、全球安全研究所（美国）创立全球能源安全智库论坛，任秘书长，负责论坛的全面组织工作，至今已经成功举办四届。
主要研究方向为能源与战略资源研究，包括能源安全与政策、水资源、石油价格、新能源、循环经济等，对宏观经济、经济模型、农村和信息化问题也有研究。
Dr. Qiang Liu is the Co-chair and Secretary-General of Global Forum on Energy Security based at Beijing, China. Qiang works for Chinese Academy of Social Sciences since 2004, he has been the Director of Energy Economics Division, Institute of Quantitative & Technical Economics at Chinese Academy of Social Sciences (CASS) since 2014, and was the deputy director of the division since 2010. He is also Associate Professor, Graduate School of Chinese Academy of Social Sciences since 2008. Qiang was a visiting scholar at the School of Advanced International Studies of John Hopkins University at Washington D.C., focusing on Sino-American economic interaction.
Before joining CASS, Qiang worked for Hebei Swan Chemical Fiber Company for 3 years, and for Beijing Futian Vehicle Company for 5 years. He also has work experiences in Informatization Office of State Council and local government in Xinjiang Province.
Qiang holds PhD of economics from the Graduate School of Chinese Academy of Social Sciences.
