Phouvong Luangxaysana graduated with a Master of Science in Agriculture from Tashkent Institute, Uzbekistan in 1987 and Master of Science in Environmental Management from Victoria University, Melbourne in 2002. As a career civil servant, he has 13 years of experience in the Ministry of Natural Resources and Environment (MonRE), including the Department of Environmental and Social Impact, Department of Planning and Cooperation and Department of Planning and Finance.

Prior to joining MonRE, Luangxaysana worked at the Water Resources and Environmental Administration, as well as Department of Science, Technology and Environment Agency at the Prime Minister’s Office.
