Mr. Chanthanet Boualapha serves as the Deputy Minister of Agriculture and Environment (MAE) of Lao PDR. He holds the master of science on agro-economy from the Institute of Agro-economy of Tashkent, Uzbekistan and also graduated master of science on integrated water resources management (IWRM), at the National University of Laos in 2019. Currently, Mr. Boualapha is a PhD Candidate on integrated water resource management majoring in flood management considering dam reservoir operation at Khon Kaen University, Thailand.
He has experience on integrated water resources management, river basin management and natural resource management more than 30 years contributing on these work implementations at different levels from local community to regional and global scales. Significantly, he has contributed in developing the national water and water resource vision, policy, strategy and action plan as well as natural resources and environment, water and water resources law amendment and promulgation including by-law or various related legislations. As high-level designation, he also supervises the works on hydrology, meteorology and earthquake forecasting and monitoring, water resource data and information and statistics. He strongly promotes the coordination and collaboration among water, natural resources and other sectors at the central, local authorities, private sector and community level as well as the Mekong, ASEAN region including East Asia Seas regions, Mekong-Lancang cooperation and international levels.
