As the Assistant Chief Executive for Sustainable Supply Division in the Energy Market Authority, Shun Loong oversees the strategic planning and deployment of affordable and sustainable energy supplies to decarbonise Singapore’s power system. This includes cross-border electricity trade, solar, hydrogen, and future low-carbon energy technologies and systems. Shun Loong also oversees the Energy Market Authority’s international energy cooperation and collaboration. One key initiative is the Singapore International Energy Week (SIEW), which is an annual platform for energy professionals, policymakers and commentators to share best practices and solutions within the global energy space.

Prior to this appointment, Shun Loong held various appointments in the Singapore Ministry for Trade and Industry, where he led key initiatives for Singapore’s economic engagements with markets in North America, Europe and the Indo-Pacific region. For example, Shun Loong served as the Chief Negotiator for the UK-Singapore Free Trade Agreement, UK-Singapore Digital Economy Agreement, EU-Singapore Digital Partnership, EFTA-Singapore Digital Economy Agreement, and the Singapore-Australia Green Economy Agreement. Shun Loong also served as Singapore's Lead Negotiator for the Indo-Pacific Economic Framework’s Clean Economy Pillar.

Shun Loong graduated summa cum laude from the University of Pennsylvania with a Bachelor of Science in Bioengineering and a Bachelor of Arts (Honors) in Economics. He also holds a Master of Arts in International Policy Studies from Stanford University and attended Fudan University’s executive programme.
