Xiaowei Liu is a seasoned leader in global energy, sustainability, and communications space, with three decades of experience bridging industry, policy, and international dialogue.
She is Asia Director and Senior Advisor to the Secretary General of the World Energy Council, responsible for strengthening the Council’s presence and partnerships across Asia. She also serves as the Programme Director for The Conference Board’s Asia Strategic Communications Leaders Council, convening senior executives to address emerging communications challenges.
Xiaowei previously spent over 26 years with Shell, where she led External Relations teams at country, regional, and global levels. Her international career included assignments in China, the UK, the Netherlands, and Singapore, where she most recently served as Regional Vice President for External Relations, Asia Pacific until July 2021.
Beyond these roles, Xiaowei is actively involved in advancing sustainability and leadership. She serves on the Board of the Marketing Society Singapore and the Advisory Board of the Global Green Economic Forum (GGEF), is a certified Gallup StrengthsFinder coach, and lectures on Energy Transitions and ESG at Singapore Management University.
She is the author of two books on leadership, communications, and sustainability—her first published in China in 2023, and her second in English by Marshall Cavendish in 2024. A frequent speaker, she was featured at the inaugural Singapore City Reading Festival in 2023.
Xiaowei holds a BA from Beijing Foreign Studies University and an MSc in Political Economy from the London School of Economics. Fluent in Chinese and English, she brings a distinctive cross-cultural perspective to her work shaping the energy transition and sustainability agenda.
