Mr. Masanori Tsuruda was appointed Deputy Commissioner for International Affairs at METI’s Agency for Natural Resources and Energy in July 2024.

He has a rich experience in energy and climate related policies. Prior to the current assignment, he served as Director-General for General Affairs at New Energy Industrial Technology Development Organization (NEDO) which is the government arm responsible for the implementation of METI’s energy and climate projects including through the massive “Green Innovation Fund.” He also served as Director for European Affairs at METI from 2018 to 2021 when there was a growing awareness over carbon neutrality goals around the world. In addition, he was assigned at the Embassy of Japan in the Russian Federation in 2012, in the Republic of Iraq in 2009, and in the Kingdom of Saudi Arabia in 2005, with a special focus on Japan’s energy security.

He joined METI in 1998, He has a diverse experience through serving at various offices inside METI, including Director for General Affairs Division of Electricity and Gas Market Surveillance Commission (ESG) and Director for Space Industry Division. His expertise also covers economic and technical cooperation policy, energy efficiency policy, and manufacturing industry policy.  

Mr. Tsuruda earned a Bachelor of Engineering from Kyushu University in 1996. He also earned a Master in Public Administration in 2002 from John F. Kennedy School of Government, Harvard University, USA.
