Dr. Megumi Muto is Senior Managing Executive Officer and Deputy Group Sustainability Officer at Mizuho Financial Group, Inc. In April 2025, Dr. Muto joined Mizuho Financial Group to spearhead the sustainability integration and business development of the group. Her professional career includes positions at the Overseas Economic Cooperation Fund (OECF), the Japan Bank for International Cooperation (JBIC), and the Japan International Cooperation Agency (JICA).

Dr. Muto is recognized for her extensive leadership in sustainability and international cooperation. At JICA, she served as Vice President of Development Finance, Partnership, and Mobilization. In this role, she led JICA’s work on blended finance in partnership with other development finance institutions, multilateral development banks, and private financiers. She also represented Japan as Vice-Chair of the OECD Development Assistance Committee’s Working Party on Development Finance Statistics.

Dr. Muto has written extensively about impact evaluation and adaptation, and also co-led the preparation of a book in collaboration with the World Bank and the Asian Development Bank on the impact of climate change on Asian coastal megacities. She holds a Ph.D. in Development Economics (GRIPS), an MPA (Princeton University), and an Executive MBA (HEC Paris).
