ASEAN-France Forum: Strategies for a Resilient, Low-Carbon Grid

While interconnections provide the backbone for European grid stability and decarbonisation, industry leaders speaking at the ASEAN-France Forum agreed that a regional power grid can help ASEAN countries achieve economic goals while strengthening energy security and mutual grid resilience.

Moderated by Veronika Milewski, CEO, RTE International, the panel discussion featured Jian Ming Cheang, Director of New Markets APAC and General Manager, Singapore, EDF Power Solutions; Fabienne Demol, Vice President – Global Head of Renewables Business Development, TotalEnergies; Pascal Radue, Senior Executive Vice President, Power Transmission, Nexans; Faith Gan, Director of Energy Connections Office, Energy Markets Authority; and Beni Suriyadi, Senior Manager of APAEC and Strategic Partnership, ASEAN Centre for Energy.

  • Mr Suriyadi from the ASEAN Centre for Energy said regional power links can turn the region’s diversity into a strength, enabling countries to balance renewable variability, displace fossil generation and accelerate decarbonisation through sub-regional “building blocks” that combine physical links, market rules and trust.
  • In ASEAN, interconnections enhance not only energy security but also collective resilience in times of disruption. Mr Jian from EDF showcased how solutions such as pumped hydro, diversified generation and coordinated grid planning are vital for integrating renewables and maintaining stability.
  • EMA’s Ms Gan highlighted the importance of have transparency and predictability in terms of policy and regulatory frameworks for cross-border electricity trade to happen. While Singapore remains committed to clear and firm policy principles, Ms Gan said it is adaptable and open-minded in its implementation, working closely with industry partners to achieve more technically and commercially feasible outcomes.

ASEAN-France Forum: What It Takes to Make ASEAN's Power Grid Bankable

The pathway to an integrated ASEAN Power Grid lies in translating ambition into bankable action. That was the central message from leaders across policy, finance, and energy. The discussion took place at the ASEAN–France Forum panel on 'Unlocking Investments for a Connected Regional Power Grid'.

Moderated by Audra Low, CEO of Clifford Capital, the session brought together leaders from ADB, AFD, DBS Bank, Keppel Infrastructure and the European Commission. Panellists agreed that while cross-border power trade is technically feasible, financing remains the missing link. SIEW TechTable: Advanced Nuclear Reactors in the Age of Energy Innovation

At SIEW TechTable, Miriam D'Onofrio, Senior Director, International Market Development and Policy, X-energy, shared her perspectives on how advanced nuclear reactors and fuel can deliver solutions that go beyond electricity and reshape the energy landscape.

In her presentation, Ms D’Onofrio demonstrated how advanced modular reactors are redefining both performance and safety. Designed to produce electricity and industrial-grade high temperature steam for heavy industry and data centres, X-energy’s high-temperature gas-cooled reactors operate at inherently safe conditions and minimal land use. She also showcased use cases of new deployment models that can help meet clean energy demand securely and reliably.

Barakah Nuclear Plant: From Vision to Validation

At SIEW TechTable, Mohamed Al Braiki, Consulting General Manager, Emirates Nuclear Energy Company (ENEC), shared the success factors behind how ENEC delivered one of the world’s most recent new nuclear energy programmes. All four units of the Barakah Nuclear Energy Plant are currently generating 40TWh annually, offering a new model for deploying civil nuclear energy.

Guided by clear policy, strong regulation, and a commitment to transparency, the Barakah plant provides 25 percent of the UAE’s electricity while avoiding 22 million tonnes of COā‚‚ annually. Local workforce training, community engagement, and stringent safety oversight made it one of the world’s most successful new-build nuclear programmes.”

Mr Al Braiki enthused that with governance, commitment, and capacity building, nuclear energy deployment can deliver game-changing results for energy security and sustainability.

ASEAN-France Forum: Partnering for a Connected, Low-Carbon Energy Future

At the ASEAN-France Forum, H.E. Gan Siow Huang, Minister of State, Ministry of Foreign Affairs & Ministry of Trade and Industry, Republic of Singapore, outlined the opportunities for collaboration between the two nations: from cooperating on nuclear and regional grid interconnections to commercial investment in decarbonisation projects.

Deepening nuclear cooperation

H.E. Ms Gan noted that the ASEAN-France partnership is grounded in a shared commitment to innovation, sustainability, and safety. She highlighted that the Intergovernmental Agreement on Nuclear Energy signed earlier this year between Singapore and France will foster deeper cooperation in nuclear safety, regulation, and innovation, areas where France’s expertise can provide valuable insights.

Advancing regional energy interconnectivity

Underscoring the importance of regional power integration in meeting ASEAN’s shared goals of decarbonisation, growth and energy security, H.E. Ms Gan noted that ASEAN nations can learn from Europe’s mature regional grids, including France’s 37 interconnections with neighbouring countries, as the region collectively develops the ASEAN Power Grid.

Driving commercial investment in decarbonisation

H.E. Ms Gan encouraged French companies and investors to actively participate in Southeast Asia’s clean energy transformation. She cited the recent conditional licence awarded to Singa Renewables, a consortium between TotalEnergies and Indonesia’s Royal Golden Eagle, to export 1 GW of low-carbon electricity from Indonesia to Singapore. This project exemplifies the type of cross-border collaboration needed to drive sustainable growth in the region.

Strengthening ASEAN-France Cooperation for a Resilient Regional Power Grid

At the ASEAN-France Forum, H.E. Stephen Marchisio, Ambassador of France to Singapore, underscored the importance of partnerships in advancing regional power grid and clean energy developments across ASEAN and Europe.

The Forum marked the first ASEAN-labelled initiative under the ASEAN-France Development Partnership, bringing together policymakers, energy leaders, and industry experts to address the challenges of regional grid integration and contribute to advancing reliable and sustainable electricity networks in ASEAN.

Ambassador Marchisio highlighted that the partnership reflects a shared vision: strengthening regional interconnectivity, fostering clean energy innovation, and deepening cooperation between ASEAN member states and the European Union. He expressed optimism that the partnership will continue to drive innovation, investment, and regional cooperation—and reinforce a collective vision for a secure and sustainable energy landscape.

SIEW TechTable: How AI is Accelerating the Energy Transition

Asia-Pacific’s growing energy demand brings a pressing challenge: how to keep energy affordable and reliable, while accelerating decarbonisation? At the SIEW TechTable, Arun Biswas, Strategic Engagements Leader for IBM Consulting Asia-Pacific, demonstrated how artificial intelligence (AI) is moving beyond pilot projects to deliver measurable results.

In the session, Mr Biswas shared real-world case studies where AI is already driving tangible outcomes in the energy sector, while acknowledging the barriers to wider adoption. He outlined four ways AI is reshaping energy systems:

  • Energy mix optimisation: IBM deployed over 1,000 machine learning models to help optimise Western Australia's energy grid, achieving 30 percent improved forecast accuracy. The company is developing an AI foundation model to optimise grids using automated metering, IoT sensors, weather, and market data.
  • Energy efficiency: IBM created a "process brain" for an Indian steelmaker to control blast furnace operations, achieving three percent coke reduction and 15 percent yield improvement without operator intervention.
  • Energy monitoring: IBM partnered with U.S. National Grid and Boston Dynamics for AI-powered inspection of remote assets.
  • Materials innovation: AI is accelerating materials discovery for batteries and solar cells.

In a fireside chat with Liu Xiaowei, Asia Director and Senior Advisor of the World Energy Council, Mr Biswas discussed how power utilities and energy firms can address scaling challenges by implementing governance, investing in IoT sensors, and enabling data sharing.

In his presentation at SIEW TechTable, Andy Piepel, Vice President, 3M Global Electrical Markets Division, outlined how advanced materials and smart grid solutions can pave the way to a more resilient future in Asia.

As Asia’s electricity demand rises, driven by industrial growth, digitalisation and the rapid build-out of data centres, ensuring the reliability of the grid is crucial. Drawing on 3M’s solution portfolio, from underground connections to sensing and predictive maintenance, Mr Piepel set out a pragmatic pathway to make energy grids smarter and more resilient.

Mr Piepel also shared how cutting-edge materials science can help enhance energy security by enabling faster, safer and more reliable underground connections. This is critical for energy-intensive use cases such as data centres, where downtime is a challenge.

SIEW TechTable: Scaling Solutions Today for Energy Transformation

Opening SIEW TechTable, Low Xin Wei, Assistant Chief Executive, Energy Technologies Division, Energy Market Authority (EMA) of Singapore, called for decisive action to scale clean energy solutions and emerging technologies.

Mr Low said that even amid political and economic headwinds, the clean energy transition is gaining momentum. Global renewable power capacity grew by more than 15 percent in 2024, while Asian markets experienced record-low costs for solar and wind power.

During his address, Mr Low reinforced Singapore’s commitment to achieve net zero by 2050, balancing sustainability with energy reliability and affordability. These efforts include expanding the country’s solar capacity, deepening cross-border cooperation to diversify energy supply, and exploring the potential of hydrogen, ammonia, geothermal, and advanced nuclear energy solutions.

SIEW TechTable: Using AI to Power up Efficient and Resilient Energy Systems

Artificial intelligence (AI) can play an important role in grid management and resilience, such as in load forecasting and planning. At the SIEW TechTable, Emmanuel A. San Andres, Senior Analyst at the Policy Support Unit (PSU), Asia-Pacific Economic Cooperation (APEC) Secretariat in Singapore, shared his perspectives on the key enablers for harnessing AI in the energy transition.

  • Clean, reliable, and context-relevant data is important, as are data interoperability, consistency, and real-world relevance. “AI application and efficiency is only as good as the data that is fed into it,” Mr Andres said.
  • Diverse skills development, including AI literacy and data engineering skills and integrating them into energy skills, risk, and policy skills, is another important enabler.
  • Institutional enablers are needed to make sure that it's reliable, explainable, accountable, and transparent. through governmental frameworks, standards, and regulations.

SIEW Energy Insights: The Missing Link in Asia's Energy Transition

Asia's energy transition is gathering pace. Funding it remains the missing link.

At SIEW Energy Insights, the session 'Advancing Transition Finance in Asia: Unlocking Investment through Solutions, Systems, and Carbon Markets', brought together Dr Nuki Agya Utama, Head of Asia Zero Emission Center and Energy Policy, Economic Research Institute for ASEAN and East Asia (ERIA) and Dr Megumi Muto, Deputy Chief Sustainability Officer, Senior Managing Executive Officer, Mizuho Financial Group, FI Lead for Asia Transition Finance Study Group (ATF SG) 2025. The discussion was moderated by Sunitha Chalam, Partner, Singapore Officer Head, Brunswick Group.

Together, the speakers unpacked how transition finance can bridge ambition and implementation across Asia. They also discussed how hard-to-abate sectors can attract credible, long-term investment. Read more

SIEW Energy Insights: ASEAN's Path to Regional Energy Connectivity

As Southeast Asia advances toward a more sustainable and resilient energy future, regional power interconnectivity has emerged as a critical enabler of decarbonisation and energy security. At SIEW Energy Insights, experts discuss the pathways and key considerations to optimising renewable energy flows, strengthening system reliability, and connecting generation sources with demand centres across the region.

Ron Benioff, Laboratory Program Manager for International Programs, National Renewable Energy Laboratory (NREL) shared the findings of the Singapore-U.S. Feasibility Study on Regional Energy Connectivity. He highlighted that the Phase One analysis found that subsea interconnections across ASEAN are technically and economically viable along multiple routes. Phase Two will focus on the analysis of enabling legal, regulatory and governance frameworks and measures.

A panel discussion moderated by Anthony Molle, Global Head, Industries Department, Multilateral Investment Guarantee Agency, showcased insights into deepening energy integration in ASEAN.

Lee Seng Wai, Chief Operating Officer of Singapore Energy Interconnections (SGEI), highlighted that Southeast Asia is making tangible progress toward an interconnected ASEAN Power Grid. He noted that long-term licensing certainty and clear commercial frameworks can significantly reduce financing costs—especially when interconnectors are anchored by active cross-border energy trade.

Lisa Sachs, Columbia Centre for Sustainable Investment, discussed the significance of having a financing framework benefitting both early-stage projects and long-term energy structure. She emphasised the importance of establishing depth and breadth of collaboration between countries and stakeholders, citing best practices that include feasibility studies to establish technical and economic fundamentals.

Facilitating regional coordination and project financing

In the Closing Address, Vikram Kumar, Director and Regional Head of Industry, Infrastructure & Natural Resources, Asia Pacific, International Finance Corporation, shared that building integrated power systems require both collective commitment and multilateral coordination.

SIEW Energy Insights: Bringing New Dimensions to Energy Forecasting and Policy Planning

During the SIEW Energy Insights session on 'Enhancing Policy Guidance through Improved Forecasting', industry leaders discussed ways to ground forecasting in reality and enable policymakers to develop more informed, inclusive, resilient, and effective policies.

Moderated by Liu Xiaowei, Asia Director and Senior Advisor to the Secretary General, World Energy Council, the session highlighted that quantitative models are necessary but not sufficient: increasingly, policymakers must account for behavioural, political and social dynamics.

Recent years have highlighted the limitations of current energy forecasting methods. Andreas Overland, Partner, RystadEnergy, emphasised that while forecasting models are powerful, they risk oversimplifying the reality on the ground. He explained that using system-dynamics modelling helps simulate these interactions and the lead times between decisions and market effects—ensuring forecasts better capture how policy signals impact energy systems.

Manu Bhaskaran, Founding CEO, Centennial Asia Advisors, urged policymakers to move beyond deterministic projections. Scenario planning should integrate fiscal paths and technology risks, while taking into consideration the complexities of the evolving energy landscape.

Mr Wright said that collaboration between the two nations can shape a cleaner, smarter and more secure energy future. He highlighted how the U.S. is well positioned as a strategic partner to support Singapore’s evolving energy needs through reliable natural gas supply and the exploration of next-generation innovations in nuclear energy.

Singapore-U.S. Forum: Planning for a Nuclear Energy Future in Southeast Asia

At the Singapore-U.S. Forum, H.E. Dr Tan See Leng, Minister for Manpower and Minister-in-Charge of Energy and Science & Technology, Ministry of Trade and Industry, Republic of Singapore, highlighted the growing importance of nuclear collaboration and capability building for Southeast Asia’s clean energy transition. 

Against the backdrop of surging regional demand and decarbonisation imperatives, H.E. Dr Tan spotlighted nuclear energy as an emerging area of cooperation. He reinforced Singapore’s commitment to deepening its partnership with the U.S. on civil nuclear energy development. Key milestones include the Singapore-U.S. Agreement for Cooperation Concerning Peaceful Uses of Civil Nuclear Energy (also known as the 123 Agreement), and the recent addition of Singapore to the U.S. list of Generally Authorised Destinations for nuclear technology exports.

Building capabilities through research and partnerships

Singapore is strengthening its technical and institutional foundation to make informed decisions about nuclear energy. Earlier this week, the Energy Market Authority (EMA) signed a Memorandum of Understanding (MOU) with Battelle Memorial Institute to study advanced reactor technologies and a Letter of Intent (LOI) with the Idaho National Laboratory to collaborate on technical assessments and capability building.

These partnerships, H.E. Dr Tan explained, will be core to Singapore’s capability-building plans, ensuring any exploration of nuclear energy is underpinned by world-class expertise and rigorous safety standards.

Developing a robust local nuclear ecosystem

H.E. Dr Tan emphasised that developing a national ecosystem spanning government, academia, and industry is crucial for long-term readiness. He also highlighted that local companies play a key role in any country’s nuclear power programme—providing engineering, safety testing, and financial services for nuclear projects.

At the opening of SIEW Energy Insights 2025, leaders from Singapore, China, and Cambodia reaffirmed that advancing the energy transition depends on shared commitment and coordinated action across borders.

Puah Kok Keong, Chief Executive, Energy Market Authority (EMA), Pan Jingdong, Executive Vice President, State Grid Corporation of China, and H.E. Tun Lean, Advisor, Ministry of Mines and Energy, Kingdom of Cambodia, offered perspectives shaped by their national experiences. Their views converged on a common conviction.

CEPSI: Empowering the Energy Transition

Held in conjunction with SIEW 2025, the 25th Conference of Electric Power Supply Industry (CEPSI) brought together energy professionals, policymakers and industry leaders to discuss grid innovation, low-carbon strategies, artificial intelligence (AI) in energy, sustainable generation and financing.


In his Opening Address, H.E. Dr Tan See Leng, Minister for Manpower and Minister-in-Charge of Energy and Science & Technology, Ministry of Trade and Industry, Republic of Singapore, highlighted the role of power grids in driving the energy transition. He said that Singapore is focusing on three key priorities to future-proof the country's grid: inter-connectivity, resilience, and flexibility.
