H.E. Keo Rottanak is the Minister of Mines and Energy for the Kingdom of Cambodia, overseeing the strategic development of the nation's mineral and energy sectors, including petroleum.
Before assuming his current ministerial role, he led Électricité du Cambodge (EDC) from 2008 to 2023. Under his leadership, he helped shape EDC into a financially stable institution, significantly expanded rural electrification, and reduced electricity costs nationwide.
H.E. Rottanak has served as an Advisor to the Prime Minister and held roles in the Ministry of Industry, Mines and Energy, including Acting Director General and National Program Officer at the Asian Development Bank's Cambodia Office. Serving as an elected member of Cambodia's National Assembly since 2013, he has been committed to sustainable development in his home district of Kroko, Pursat province.
His academic credentials include Master's Degrees from the International University of Japan and Columbia University. He has also completed specialised courses from esteemed institutions such as Harvard University, Lee Kwan Yew School of Public Policy, the Asian Institute of Management, and the University of Canberra. Honours also include Cambodia's Cheatopaka medal for his service to the nation.
