SIEW Thinktank Roundtable A brought together policymakers, industry leaders, and experts to discuss how solutions such as carbon capture and storage (CCS), biomethane, hydrogen and renewables can enhance energy security and drive sustainable growth.
In the opening address, Jonathan Goh, Director, External Relations, Energy Market Authority (EMA) of Singapore, emphasised the need to consider sustainability, resilience and affordability in meeting rising demand for energy in Southeast Asia. He also noted that Singapore is conducting trials and pilot projects on biomethane and ammonia as energy sources, as well as exploring carbon capture and storage solutions.
On cross-border integration, Mr Goh said that EMA is working with I-TRACK to develop a renewable energy certificate (REC) template that will standardise RECs for cross-border electricity trade (CBET), providing proof of renewable energy generation and unlocking the commercial value of regional projects.
Stating that the future of the region’s energy security lies with the ASEAN Power Grid (APG), Dato' Ir. Ts. Razib Dawood, Executive Director, ASEAN Centre for Energy (ACE), reiterated the 2026–2030 ASEAN Plan of Action for Energy Cooperation, which includes the target of increasing renewable electricity share to 45 percent by 2030. (ACE is the Secretariat for the ASEAN Power Grid.)
Dato’ Ir. Ts. Razib also said that, following the launch of the APG financing framework, the ACE is working hard to finalise the ASEAN REC frameworks and ASEAN Subsea Framework.
Highlighting Laos as a major exporter of hydropower in ASEAN, H.E. Chanthaneth Bualapha, Vice Minister of Agriculture and Environment, Lao PDR, singled out CBET as an area where Lao PDR can play a pivotal role.
Roble P. Velasco-Rosenheim, Director, Partnerships and Asia Pacific, I-TRACK Foundation, provided an update on working with stakeholders in the region with the objective of establishing consistent and credible systems for tracking renewable electricity traded across borders.
