He's contributed to ground-breaking projects, including building the world's largest concentrating solar power plant and working on China's on transmission grid resulting in clean energy delivery to more than 37 million people.
He is currently Deputy Chief of Party of USAID Clean Power Asia, the U.S. government's flagship Indo-Pacific regional energy project. He has served as Senior Advisor on China to the U.S. Department of Energy, where he managed two Sino-U.S. Agreements on clean energy between Presidents Barack Obama and Hu Jintao. He was China Country Representative for the Global Green Growth Institute, an intergovernmental treaty organization headed by former U.N. Secretary-General Ban Ki-Moon.The U.S. Department of Energy has bestowed him two meritorious service awards for his work on China and East Asia. He is a Special Advisor to the China Council for International Cooperation on Environment and Development, and Editorial Board Member of the Blue Book on Greening the Belt and Road Initiative: China's Environmental Strategy and Planning, published by China's Ministry of Ecology and Environment. Winston’s work has spanned more than twenty-seven developing countries, he is from New York City and earned both bachelor's and master's degrees from Columbia University.
