Carlos Liborio Frans Alves

With over a decade of experience at the Autoridade Nacional do Petróleo I.P. (ANP), Carlos has played a key role in regulating Timor-Leste's petroleum sector. His expertise includes negotiating petroleum sharing contracts, reviewing contract terms, and engaging in discussions with counterparties. Carlos is also adept at assessing assignments and changes in control within petroleum activities and evaluating commercial contracts across petroleum and non-petroleum sectors.

Additionally, he brings over six years of experience collaborating with international agencies like the World Bank, USAID, and AusAID. His work in resource governance, land research, social science research, and market research showcases his diverse skill set and commitment to effective resource management.
