It is essential to secure quality sources of energy supply to generate electricity at reasonably economic prices. Asian electricity markets which have been traditionally dominated by state-owned or public utilities must also meet these objectives.
As a means to achieve these goals, electricity market reforms took place in Europe and North America in the 1980s and 90s. This involved restructuring the power sector from a vertically integrated state-owned industry, to an unbundled structure with liberalised wholesale and retail markets allowing smaller privately-owned firms to compete to supply and sell power.
Many countries in Asia have started reforming their electricity markets. For example, having faced an increasingly challenging situation in the aftermath of the Fukushima nuclear incident, Japan decided to reform its electricity market in order to meet demand through greater flexibility and diversity. This provides an opportunity to learn from each other and from those who have already embarked on market reform.

Datuk Ir. Ahmad Fauzi Bin Hasan

Datuk Ir. Ahmad Fauzi bin Hasan is the Chief Executive Officer of the Energy Commission of Malaysia since April 2010. Prior to this position, he has held several positions in the Energy Commission, namely as Chief Operating Officer, Deputy Chief Executive Officer and Director of Gas Regulation.
Before joining the Energy Commission, he has also served in the Department of Electricity and Gas Supply and the Department of Occupational Safety and Health.
He is a professional engineer with 35 years of regulatory experience, including in regulating the technical, economic and safety aspects of electricity and gas industries.
He is also actively involved with industry stakeholders in the development and promotion of energy policies, standards and educational programmes. He is a Member of the Atomic Energy Licencing Board of Malaysia, President of National Committee of the International Electrotechnical Commission, and Executive Committee Member of the East Asia Pacific Infrastructure Regulatory Forum.
Datuk Ir. Ahmad Fauzi received his Bachelor’s Degree in Mechanical Engineering from the University of Manchester Institute of Science and Technology (UMIST), United Kingdom, and his Master’s Degree from the University of Michigan, United States of America.

Kazunari Fukui

Since 2011, Kaz Fukui had led regional marketing activities for GE Power & Water as the Marketing Director for Asia-Pacific region. Previously, he worked as Strategic Marketing Manager in GE Energy in Japan, the USA and the UK, responsible for identification, evaluation and development of growth opportunities in business adjacencies, including cleantech spaces. Prior to joining GE, he led aircraft engine nacelle technology development programs at GKN Aerospace Services.
In his current role, Kaz is responsible for marketing and market development activities across GE Power & Water portfolio in the region. This involves development of regional market intelligence, strategic planning, and execution of various business growth initiatives. His team also drives regional demand creation, deploying GE Power & Water products to address regional energy infrastructure needs.
Kaz has 15 years of experience in technology development, commercialization and new business development, across the aerospace and energy sectors.
Kaz attended University of Oxford Said Business School, where he earned his MBA (2006). He also holds a BA (1998), MEng (1999) and MA (2002) from the University of Cambridge, and has been a Chartered Engineer with the Institute of Mechanical Engineers since 2005.

Anthony (Tony) D Owen is currently Principal Fellow and Head of Energy Economics at the Energy Studies Institute (ESI), the National University of Singapore. Prior to joining the ESI, Tony was a Professor at the UCL School of Energy and Resources, Adelaide, Australia, where he held the Santos Chair in Energy Resources. He has a PhD in Econometrics from the University of Kent (UK) and has held visiting appointments at the Universities of British Columbia, Colorado, Leeds, and Exeter, the Organisation for Economic Cooperation and Development (Paris), the UK Department of Energy (Harwell), and the International Energy Agency (Paris). Tony is an Emeritus Professor at UCL and Past President (2004) of the International Association for Energy Economics.

Mr. Soh Sai Bor

Soh Sai Bor is the Director of the Market Development and Surveillance Department and the Economic Regulation and Licensing Department in the Regulation Division of the Energy Market Authority (EMA). As a statutory board under the Ministry of Trade and Industry, EMA’s main goals are to ensure a reliable and secure energy supply, promote effective competition in the energy market and develop a dynamic energy sector in Singapore.
With EMA for over 10 years, Sai Bor has extensive regulatory experience in respect of the Singapore energy (electricity and gas) sector. He was involved in the development and liberalisation of the current wholesale and retail electricity market. His current oversees the monitoring and further development of the energy market to promote effective competition as well as the economic regulation of natural monopolies in the electricity and gas sectors.
