Southeast Asia has no shortage of clean energy ambitions. The challenge is mobilising capital quickly enough to build the infrastructure needed to accelerate the energy transition. From modernising electricity grids to strengthening regional power connectivity, financing will determine how quickly the region can transition to a low carbon energy future.

Ms Lim Kim-See, Chief Investment Officer, Public Sector (Region 1) & Financial Institutions and Funds (Global) Clients at AIIB, explains why blended finance and regional cooperation are critical to Southeast Asia’s decarbonisation efforts. About Kim-See Lim, Chief Investment Officer, Public Sector (Region 1) & Financial Institutions and Funds (Global) Clients, AIIB

Ms Kim-See Lim is Chief Investment Officer, Public Sector (Region 1) & Financial Institutions and Funds (Global) Clients [CIO1]. In this role, she oversees AIIB’s investment operations with public sector clients in South Asia (except Afghanistan and Pakistan), South East Asia, the Pacific Islands, and Sub-Saharan Africa; and financial institutions and funds clients in all AIIB Members.

Ms Lim is a global development finance leader with a 30-year track record at the International Finance Corporation (IFC), the World Bank Group and the private sector. Before joining AIIB in July 2025, she worked at the International Finance Corporation (IFC) in various capacities, most recently as Regional Director for East Asia and the Pacific, where she oversaw the formulation and implementation of IFC’s investment strategy and advisory business in East Asia and the Pacific.

She also helped establish the IFC Asset Management Co. LLC., IFC’s first subsidiary, and served as its Principal and Investment Committee Member, where she successfully raised capital from global sovereign wealth funds and institutional investors for a USD1 billion Africa and Latin America Fund, as well as contributed to the establishment of AMC’s Asia Fund.

With a career spanning more than 30 years, Ms Lim has held a range of senior leadership positions as well as corporate board positions at private companies in emerging markets. She has successfully led multi-cultural teams to execute investment strategies across the consumer services, infrastructure, and financial sectors in Africa, Asia, Eastern Europe, and Latin America.

Ms Lim has an MBA from the University of Maryland and a B. Economics from Flinders University of South Australia. She is from Malaysia.
