TITLE Energy-Water-Food Nexus in Asia
The nexus of energy, water and food is of critical importance in Asia, as it is everywhere. At present, most governments are poorly aware of the significance of this nexus, with the result that well-meaning policy decisions or actions taken in one location often have unintended consequences elsewhere. In many parts of Asia, high population densities and rapid economic development have caused multiple environmental stresses which have the potential to threaten livelihoods and undermine political stability.
The speakers for this roundtable all have experience in analysing the policy challenges arising from the energy-water-food nexus. They will address:
- The significance of the resource nexus in Asia
- The ways in which different forms of energy production impact the resource nexus
- The link between urbanisation and the resource nexus

Dr Elspeth Thomson, Senior Fellow and Head of the Energy and Environment Division at the Energy Studies Institute, National University of Singapore
Speaker:
Dr. Hezri Adnan is currently director of technology, environment and sustainability at the Institute of Strategic and International Studies Malaysia. His specializes in natural resources governance and sustainable development strategy. A recent writing includes the UNESCAP report entitled Water, Food and Energy Nexus in Asia and the Pacific.
He holds a doctorate in public policy from the Australian National University (ANU) and has been awarded research fellowships by various institutions including the Asian Public Intellectuals Fellowship. He is currently serving as Adjunct Fellow at the Fenner School of Environment and Society, ANU and Distinguished Visiting Professor at Universiti Teknologi Malaysia.
Dr. Cecilia Tortajada is Senior Research Fellow, Institute of Water Policy, Lee Kuan Yew School of Public Policy, Singapore. The main focus of her work at present is on the future of the world´s water, especially in terms of water, food, energy and environmental securities through coordinated policies.
She has been an advisor to major international institutions like FAO, UNDP, JICA, ADB, OECD and IDRC, and has worked in countries in Africa, Asia, North and South America and Europe on water and environment-related policies. She is a member of the OECD Initiative in Water Governance and is engaged in independent studies on Corporate Social Responsibility of major multinational corporations.
She is a past President of the International Water Resources Association (2007-2009) and Editor-in-Chief of the International Journal of Water Resources Development.
Mr Khoo Hock Aun currently leads the Cosmo Biofuels Group/Ark Bio Sdn Bhd which is actively engaged in establishing integrated rubber, jatropha curcas and other oilseed plantations, biodiesel downstream processing and trading activities in the Asia Pacific region; promoting use of oil palm biomass for second generation biofuel and biofertiliser, including biogas capture for electricity generation.
He is Vice-Chair of the Roundtable on Sustainable Biofuels and Treasurer of the Malaysian Society for Waste Management and Environment. He is active in developing algae projects through and other agricultural projects in South East Asia. He also provides consultancy and project development advisory in sustainable ecotourism.
Mr Khoo Hock Aun graduated with a Bachelor of Science (Agribusiness) from Universiti Putra Malaysia and was a Nuffield Foundation Study Fellow with the Science Policy Research Unit, University of Sussex, United Kingdom. He has managed a number of trade associations in both Malaysia and South East Asia.
