The Energy Market Authority (EMA) has appointed a panel of consultants to support Singapore’s preparations for the International Atomic Energy Agency’s (IAEA) Integrated Nuclear Infrastructure Review (INIR) Phase 1 Mission in 2027.
As part of these preparations, the Government is building capabilities across the 19 areas under the IAEA Milestones Approach. These efforts will strengthen Singapore’s ability to make an informed decision on nuclear energy.
The scope of the panel includes the following three categories aligned with key areas under the IAEA Milestones Approach:
- Technical and Economic: Covers nuclear safety, funding and financing, radiation protection, environmental protection, safeguards, site and supporting facilities, electrical grid, nuclear security, nuclear fuel cycle, radioactive waste management, and emergency planning;
- Legal and Regulatory Framework: Covers the legal and regulatory frameworks for nuclear energy;
- Organisational: Covers national position, industrial involvement, procurement, management systems, human resource development, and stakeholder involvement.
Puah Kok Keong, Chief Executive of EMA, said: “Developing the capabilities to rigorously assess the safety and suitability of nuclear energy is an important part of our efforts to explore ways to strengthen Singapore’s energy security. We look forward to partnering the panel of consultants to strengthen our technical capabilities and support Singapore’s preparations for the INIR Phase 1 Mission next year.”
EMA will also appoint a second panel comprising technical advisors to support Singapore in nuclear energy capability building efforts. This panel of experts is expected to be appointed by the end of 2026.
