Mr Phillips is a Chartered Engineer and Global Head of Strategy & Policy at GL Garrad Hassan, the world's largest renewable energy consultancy. He studied for a Masters in Mechanical Engineering at the University of Bath, graduating with First Class Honours. He has worked as an offshore wind engineer and project manager with GL Garrad Hassan since 2003. His specialisations include procurement phase management, offshore engineering and market entry advice. He now leads the Strategic & Policy Services unit, providing targeted consultancy to governments and companies on renewables markets and their regulation.
