Dr Zhou Zhanggui is assistant director of Sunshine Law Firm and R&D director of Sunshine Energy, Resources and Environment Center. He is also a researcher with the Center for Non-Traditional Security & Peaceful Development Studies, Zhejiang University. Dr Zhou has served as programme officer with UNIDO-ICSHP (2005–2011); and he has implemented energy-project aid and developed feasibility studies in Latin America, Africa as well as various other countries as adviser with the United Nations Industrial Development Organization (UNIDO).
Dr Zhou has long been engaged in energy issues, including nuclear power, coal, shale gas, solar power, electric cars, energy conservation, carbon trading, among others; and has participated in a number of energy-related legislation, management and investment consulting projects. He has an in-depth grasp of energy project development and the associated financing processes, environmental assessments and theories. He has also conducted pioneering research on energy crises from a non-traditional security perspective. Dr Zhou graduated with a bachelor’s in English from Tsinghua University, and he holds a master’s in public administration and a doctorate in non-traditional security from Zhejiang University.
