New Zealand Electricity Authority
In 2009, Dr Layton chaired a Ministerial Review of the performance of the New Zealand electricity market. This made 29 recommendations, all of which were adopted by the Government and have been implemented. One of the recommendations was the replacement of the Electricity Commission by an Electricity Authority with a narrower range of objectives and delegated power to impose legally binding obligations on market participants. Dr Layton was appointed Chair of the Authority on its establishment in 2010.
Dr Layton has a background in economics and a long involvement in the creation of financial and energy markets. He is a former Chief Executive of the New Zealand Institute of Economic Research and a director or chair of companies involved in a wide range of industries: banking; food processing; health; ICT; market operation; transmission; and port operations.
