Soh Sai Bor is the Director of the Market Development and Surveillance Department and the Economic Regulation and Licensing Department in the Regulation Division of the Energy Market Authority (EMA). As a statutory board under the Ministry of Trade and Industry, EMA’s main goals are to ensure a reliable and secure energy supply, promote effective competition in the energy market and develop a dynamic energy sector in Singapore.

With EMA for over 10 years, Sai Bor has extensive regulatory experience in respect of the Singapore energy (electricity and gas) sector. He was involved in the development and liberalisation of the current wholesale and retail electricity market. His current oversees the monitoring and further development of the energy market to promote effective competition as well as the economic regulation of natural monopolies in the electricity and gas sectors.
