Mr. Khamso Kouphokham had obtained his electrical engineer in Georgia, the former Soviet Republic. He has joined working in Ministry of Energy and Mines, Lao PDR in 1995. Then in 1999 he had received an Australian Government Scholarship and did his second master degree on Energy Policy and Planning in University of Technology, Sydney.

Since then Khamso has changed his professional focus and responsibility not only for electricity but energy. His work is dealing with International and ASEAN Energy Cooperation, Energy Efficiency, Energy Conservation, Electricity Tariff, Energy Outlook and Energy Modeling.  Through his career, he gradually promoted up to his current position of Deputy Director General of Department of Energy Policy and Planning. Now he is assigned to oversee Energy Policy, Energy Outlook and Electricity Tariff. He is also a member of the Working Group for Analysis of Energy Saving Potential in East Asia Region under Economic Research Institute for ASEAN and East Asia.
