Eugene Toh is currently the Director (Policy) at the Energy Market Authority. He is responsible for the development of energy policies and plans to meet the overarching objective of ensuring a cost-competitive, environmentally ustainable and secure energy supply. His portfolio includes assessing the viability of ‘smart grid’ applications, ensuring sufficient power generation capacity in the long term, development of an electricity futures market, as well as assessing the fuel mix policy for Singapore.
He joined EMA in 2006 as an analyst and was responsible for the regulation and analysis of competitive energy markets. He was promoted to Deputy Director (Market Development & Surveillance) in 2009 and implemented policies to enhance the competitive framework of the electricity wholesale and retail markets. He subsequently took on the role as Director (Policy & Planning) in 2012, and was responsible for the overall policy and planning of the energy industries, including overseeing the Corporate Planning and Research & Statistics Units.
Eugene graduated with a Masters in Electrical and Computer Engineering (ECE) from Carnegie Mellon University and a double first class Bachelor’s degree in Economics, Philosophy and ECE from the same institution in 2006. He completed the INSEAD MBA programme in 2014, and was awarded the Ford Prize, which is presented to the top student of the cohort. As well as being an avid runner, Eugene is also passionate about the arts and enjoys sketching and writing short stories in his free time. He also aspires to be a Zumba instructor someday.
