Tan Xianchun is a professor and the deputy director of Center of Overall Planning, Safety and Security Management, Institute of Policy and Management, Chinese Academy of Sciences. Her area of research interests is mainly about Low-carbon Economy Transition and Planning, Public Policy Quantitative Analysis in Environment, Resources, Energy and Transportation, Policy of Climate Change Adaption and Environmentally Conscious Manufacturing. She is also a visiting scholar of John F. Kennedy School of Government, Harvard University from 2015 to 2016.
Prof. Tan did her research at the postdoctoral station of Industrial Engineering, Department of Management Science and Engineering in Tsinghua University from July 2004 to June 2006. After that she continued her research as an associate researcher in IPM, CAS, where she was engaged in green manufacturing and industry energy-saving which is closely related to low-carbon development. She has taken charge of many research projects in the National Natural Science Foundation, the National High Technology Research and Development Program, and many important projects of Chongqing Natural Science Foundation. All these above have laid solid foundation for her research of low-carbon development.
During recent years, Prof. Tan has also done a lot of work on low-carbon development and adaption to climate change, particularly in policies and actions for Low-carbon pilot provinces or cities of China to address the climate change. Prof. Tan has finished the project “Research on 13th -Five-Year Planning Ideas and Objectives of Addressing Climate Change of China”, funded by NDRC, “Program of Studies on Low Carbon Development of the People's Republic of China and India”, funded by ADB, “the key research on the South-South Cooperation to cope with the climate change – the evaluation and suggestion on the results of the research from 2011 to 2013”, funded by NDRC, and “The assessment study on China's low-carbon development policy”, Strategic Priority Research Program of the Chinese Academy of Sciences. Her group has paid attention to the planning method and policy research of low-carbon pilots on regional level and accumulated large amount of data and materials on Guangdong and Chongqing low-carbon development. Especially, a series of decision-making policy recommendations such as “The Case studies of low-carbon applied in the Energy, Chemical, and Automotive Manufacturing sectors in the low-carbon development in Chongqing” have raised highly attention of Chongqing Municipal Government. The results and policy recommendations have been publicized and spread broadly, which will promote low-carbon awareness of Chongqing. Through the consistent attention and research on Chongqing and Guangdong low-carbon development, her group has established good corporation basis with Provincial Development and Reform Commission and other government departments.
In 2015, Prof. Tan was invited to the US as a visiting scholar in John F. Kennedy School of Government, Harvard University. During one year’s time, she focused on the study of low-carbon development policy system of China and the comparative study of climate change policies of China and the US in key sectors. She has finished two reports, “Evaluate best practice of low-carbon pilots in China, based on the case study of Chongqing” and “Progress in Systemic Building for Low-Carbon Development in China and Suggestions”. On the basis of the study above, her group has settled up a complete policy evaluation system which combines bottom-up and top-bottom methods.
