Dr. Daovong Phonekeo is Permanent Secretary of Lao Ministry of Energy and Mines. He is responsible for the policy and planning of the energy sector since 2012. He previously lead the hydropower development and planning program under the former Department of Electricity from 2006-2011..
Post-graduated from Germany in the field of power transmission system at the Technical University of Ilmenau in 1990, he got 15 years experiences on power transmission and electrification projects during his employment with Electricité du Laos (EDL) from 1991-2005.
He also holds several important positions e.g. as Lao PDR Senior Official on Energy Leader for ASEAN, as Member of the GMS Regional Power Trade Coordination Committee, Alternate Member of the MRC Joint Committee for Lao PDR; and as Board Member of the EDL Shareholder Meeting, also Chairman of Board of Directors for the Theun-Hinboun Power Co. ltd. (an IPP). He is also involved on the technical review of the Mekong main stream projects i.e. Xayabury, DonSahong and Pakbeng projects.
