Toshiyuki Shirai has served as senior energy analyst in World Energy Outlook (WEO) team in the International Energy Agency (IEA) since 2015. He co-led the work of World Energy Outlook Special Report Mexico Energy Outlook and Southeast Asia Energy Outlook. He also leads the work of fossil fuel subsidies in the IEA and was a lead-author of Tracking Fossil Fuel Subsidies in APEC economies published in 2017. Before joining the IEA, he served as deputy-director in Ministry of Economy, Trade and Industry in Japan, being in charge of energy policy, manufacturing industry policy and trade policy. He received MS from the University of Tokyo in 1998 and MBA from Georgetown University in 2004.
