Dr. Tahar is currently the Vice Minister of Energy and Mineral Resources of the Republic of Indonesia. Currently responsible for the energy, electricity, mining, renewable energy sectors in Indonesia that contribute about 50% of non-tax state income. He introduced the concept of Production Sharing Contract (PSC) Gross Split (without the cost-recovery), a radical departure from the classic PSC that Indonesia had introduced in early 1960s that made Indonesia the pioneer of PSC and was ever since followed by the most emerging countries to-date. Moreover, under his leading, the energy sector is able to siginificantky reduce the cost recovery under the old regime of the conventional/classic PSC.

Dr. Tahar holds a Master and Doctoral Degree from Texas A&M University, Ocean Engineering. He has five offshore-related US-based patents and the co-author of the well-recognized and industry standard hydrodynamics program HARP/CHARM3D and numerous books and papers about offshore technology. He has over fifteen years of experience in hydrodynamic research, design and analysis of offshore floating platforms such as Spar, TLP, semi-submersible and FPSO, including mooring lines and risers. For more than 13 years, he has worked with the inventors of Spar, TLP, Compliant Tower, Buoyant Tower and Multi Colum Floater. Dr. Tahar has performed and lead a wide range of analyses including but not limited to in-place, wet tow and installation. He has developed his expertise in model testing, field measurement of offshore structures and asset integrity management.
