Lucila Arboleya is an Economics and Financial Analyst at the Energy Supply and Investment Outlooks division at the IEA, focusing on clean power investments in emerging markets and policies to attract private sector participation to the electricity sector. Before the IEA she worked at the World Bank and Castalia – an energy consulting firm based in Washington DC –, providing policy advice on power sector projects. Her work at the World Bank focused on preparing economic and financial analyses for IPPs and in-country and cross-country transmission projects financed by the World Bank. At Castalia, Ms. Arboleya worked on various projects advising governments on policies and financial incentives to promote renewable-based generation and to mobilise private capital to transmission networks in African countries. She also has experience in the solar PV retail business and journalism (both television and written press) in Uruguay.
