Career

  • H.E.Mr. Win Khaing, P.E, ACPE, a mechanical engineer worked with Myanmar Oil & Gas Enterprise (MOGE) in pipeline, onshore & offshore E & P and later with Dowell Schlumberger International Inc in China, Indonesia, Malaysia, UAE and Singapore.
  • He becomes a founder and CEO of United Engineering Co., Ltd in 1990. 
  • H.E. Mr. Win Khaing was appointed Union Minister of Construction on 1st April 2016. He has been appointed concurrently as Union Minister for Electricity and Energy on 1st August 2017. This is after a long career in the engineering field and management field where had served as Vice Treasurer, General Secretary, Vice-President and President (2011-2016). He formally served as a member in several government bodies: Myanmar Investment Commission(MIC), National Energy Management Committee (NEMC), National Rural Electrification & Clean Water Supply Committee, Myanmar Industrial Development Committee and as ASEAN Country Coordinator for AEMAS Project, ASEAN Focal Point for Myanmar RE sector.
  • Under his leadership since his appointment as Minister of Construction, he had developed new strategies to promote comprehensive urban planning process, construction and maintenance of roads and bridges as well as upgrading the public works and upgrading the living standard of people by urban and regional development. He is also leading an ambitious program to deliver one million affordable housing by 2030.
  • As the Minister for electricity and energy, he has initiated for reaching reforms in the generation, transmission and distribution sectors with the objection to provide reliable and quality electricity at resource able rates. He is also overseeing the development of the oil and gas sectors both onshore and offshore to increase horse grown energy resources.
