Born on 16 July 1965 in Ski, Norway, Morten Høglund is Norway's first dedicated Ambassador to ASEAN. He presented his letter of credence to ASEAN Secretary General Le Luong Minh in July 2017. 

Prior to his appointment as Ambassador to ASEAN, Mr. Høglund was a Senior advisor in the Ministry of Foreign Affairs and dedicated Norwegian Senior Official to ASEAN (2015-2017). Before that, he was State secretary in the Ministry of Foreign Affairs responsible for bilateral relations with Asian and Latin American countries, global economic cooperation, and promotion of Norwegian commercial and cultural interests abroad (2013-2015). From 2001 to 2013, Mr. Høglund was a member of the Storting (Norwegian parliament) for Akershus County, representing the Progress Party. He was a member of the Standing Committee on Foreign Affairs and Defence during this period.
