Dato Lim was the Permanent Secretary at the Ministry of Foreign Affairs and Trade of Brunei Darussalam since 2006. During his tenure, he served as Senior Official of Brunei Darussalam for the ASEAN Economic Community, the Asia-Pacific Economic Cooperation, and the Asia-Europe Meeting. He was a member of the High-Level Task Force on ASEAN Economic Integration since 2001, and as Chairman of the HLTF-EI in 2017.

Dato Lim was the Chief Negotiator of Brunei Darussalam for the Trans-Pacific Partnership Agreement, as well as for the P4, precursor to the TPP negotiations. He served the same role for the Brunei Darussalam-Japan Economic Partnership Agreement. He also co-chaired negotiations for the ASEAN-Australia-New Zealand Free Trade Agreement.

Between 2011-2017, Dato Lim was Chairman of the Governing Board of the Economic Research Institute for ASEAN and East Asia. He served on the External Advisory Board for the ASEAN 2030 Study undertaken by the Asian Development Bank.

Dato Lim was conferred the Shanghai Cooperation Organization (SCO) Anniversary Medal on 28 July 2022. He was conferred the Order of Diplomatic Service Merit (Gwanghwa Medal) by President of the Republic of Korea Moon Jae-in on 6 April 2022, for his contribution in strengthening relations and cooperation between ASEAN and the Republic of Korea. He was awarded The Most Honourable Order of Seri Paduka Mahkota Brunei, second Class (D.P.M.B) in 2007.

Dato Lim is married with two sons.
