Garrett Barnicoat is the Senior Energy Officer, and Indo-Pacific Team Lead for the Office of Middle-East and Asia at the U.S. Department of State, Bureau of Energy Resources.  In this capacity, he advances regional energy security, energy access and decarbonization with a focus on engagement with the Association of Southeast Asian Nations (ASEAN) and Asia-Pacific Economic Cooperation (APEC).  Garrett joined the Bureau of Energy Resources in December 2020 and brings with him more than 15 years of experience on East Asia policy and global climate action at the Department of State.  Garrett has a Master of Arts degree in Development Studies from the Institute of Social Studies, The Netherlands.
