John Garvey is a legal and regulatory specialist at Deloitte with over 25 years of experience in the regulation and operation of renewable and traditional energy markets. He supports the U.S. Department of State’s Bureau of Energy Resources Japan-U.S. Mekong Power Partnership (JUMPP) and Clean (Enhancing Development and Growth Through Energy Asia) EDGE Asia programs, which advance sustainable, clean energy development and growth in Southeast Asia.
Mr. Garvey served as a utility regulator in three states with leading practice electricity regulatory policies. As a New York utility regulator, he helped develop one of the first comprehensive energy storage policies in the United States that has led to the successful procurement of over 1,500 megawatts of energy storage. His experience also includes power procurement, wholesale and retail market restructuring, transactional energy, and electric vehicles. He has advised international clients, including those in Southeast Asia, on energy storage deployment, microgrids, renewable energy development, and cross-border energy trade.
Mr. Garvey received a Juris Doctor degree from DePaul University, a Master of Science in Regulation degree and a Master of Public Administration degree from the London School of Economics, and a Bachelor of Art degree in Social Science from Michigan State University.
