As of October 1, 2022, Dr. Phoawanich serves as Assistant Governor – Fuel Management, an executive position in charge of short-term and long-term fuel procurement and management including hydrogen after working as Assistant Governor – Power Plant Engineering and Construction responsible for the development of conventional and renewable power plants, repurpose/recycle of battery projects, photovoltaic recycle projects, advanced pontoon for floating photovoltaic, and hydrogen for power generation.  Currently, he also serves as head of the Electricity Generating Authority of Thailand’s battery energy storage system project team

With more than two decades of experience in power plant projects, he specializes in both conventional and renewable power plant engineering and has played a key role in most recent completed projects, among which are the South Bangkok Replacement Project combined cycle gas turbine, the Lam Takhong Wind Hydrogen Hybrid Project, and Hybrid Floating Solar Power Plant at Sirindhorn Dam.

His engineering expertise in conventional and renewable plants has also been recognized by his participation in professional technical committees, advisory committees, and conference editorial boards.  These include the Civil Engineering Committee, the Engineering Institute of Thailand, the Hydrogen Thailand Committee, and invited panel discussions at international conferences on renewable energy and hydrogen applications.

Dr. Phoawanich earned a Ph.D. in Civil Engineering from the Georgia Institute of Technology in 2001 after receiving a Master of Science degree in Civil Engineering from the same institute in 1998.
