As Assistant Chief Executive for Energy Policy in the Energy Market Authority, Shun Loong oversees strategic and long-term planning for the power sector, the regulation of Singapore’s electricity market, as well as the development of electricity imports into Singapore. Shun Loong also oversees the Energy Market Authority’s engagements with foreign government officials, regulators and industry. This includes the Singapore International Energy Week (SIEW), an annual platform for energy professionals, policymakers and thought leaders to share best practices and solutions within the global energy space.
Prior to this appointment, Shun Loong held various appointments in the Singapore Ministry for Trade and Industry, where he oversaw Singapore’s trade and economic engagements with markets in North America, Europe and the Asia-Pacific region. For example, Shun Loong served as the Chief Negotiator for the UK-Singapore Free Trade Agreement, UKSingapore Digital Economy Agreement, EU-Singapore Digital Partnership, EFTASingapore Digital Economy Agreement, and the Singapore-Australia Green Economy Agreement. Shun Loong also served as Singapore's Lead Negotiator for the Indo-Pacific Economic Framework’s Clean Economy Pillar.
Shun Loong graduated summa cum laude from the University of Pennsylvania with a Bachelor of Science in Bioengineering and a Bachelor of Arts (Honors) in Economics. He also holds a Master of Arts in International Policy Studies from Stanford University and attended Fudan University’s executive programme.
