Graduate of the “Ecole Nationale d’Administration” (ENA) and HEC (1992), Emmanuelle Wargon began her career at the French Court of Auditors.

She subsequently held various positions within social affairs ministries, notably heading the General Delegation for Employment and Vocational Training beginning in 2012.

After a long career in the public sector, she transitioned to the private sector in 2015, joining Danone’s executive team.

She was later appointed to Edouard Philippe’s government as Secretary of State for Ecological and Inclusive Transition and then served as Minister Delegate for Housing under the government of Jean Castex.

Since August 2022, Emmanuelle Wargon has been Chair of the French Energy Regulatory Commission. As of 2025, she also chairs the Board of Regulators of ACER (Agency for the Cooperation of Energy Regulators).
