Francis Saturnino Juan

Atty. Francis Saturnino C. Juan is the Chairperson and Chief Executive Officer (CEO) of the Energy Regulatory Commission (ERC). Prior to his appointment, he served as President and CEO of the Independent Electricity Market Operator of the Philippines (IEMOP) and, earlier, as Executive Director and General Counsel of the ERC itself. He holds a Bachelor of Arts and Bachelor of Laws from the University of the Philippines.

Chairperson Juan is leading the ERC through a period of bold, results-driven reform. Under his leadership, the ERC is addressing longstanding case backlogs, including rate resets, power supply and ancillary services procurement agreement reviews, and capital expenditures approvals. The ERC has also tackled outstanding issues related to the enforcement of public offering requirement, lowered the Retail Competition and Open Access (RCOA) contestability threshold to 100 kW to expand consumer choice, expanded the lifeline program, adopted the revised Advanced Metering Infrastructure rules to modernize the grid, strengthened the Magna Carta for electricity consumers, and advanced renewable energy integration — reinforcing the ERC's role as a proactive, consumer-centered regulator.
