Huang Lei is the Vice President of Hainan Nuclear Power Co., LTD.. He is responsible for the new builds in Hainan, Guangdong and Guangxi provinces and for international cooperation on small modular reactors (SMRs).

He graduated from the Institute of Nuclear Energy and New Energy Technology, Tsinghua University. He has been deeply engaged in major international nuclear cooperation programmes and negotiations, including the China–Russia cooperation in the nuclear field, the China–France nuclere cooperation, the China–Argentina project contract negotiations, and consultations on intergovernmental agreements on the peaceful uses of atomic energy. Early in his career, he participated in the construction of the AP1000 Self-Reliance Demonstration Project and in the management of the AP1000 technology transfer contract.
