Narumi Hosokawa is the Secretary General of the Electricity and Gas Market Surveillance Commission (EGC), Ministry of Economy, Trade and Industry (METI), Japan. He joined METI in 1996 and has extensive experience in energy policy, industrial policy, regulatory affairs, and industrial safety policy.

Prior to his current position, he served as Deputy Director-General for Industrial and Product Safety at METI, where he played a key role in maintaining stable fuel supply and addressing distribution challenges during periods of international energy market disruption.

Throughout his career, he has held a number of senior positions, including Director of the Office for Nuclear Technology, Safety and Human Resources at the Agency for Natural Resources and Energy (ANRE), Counsellor of the Fourth Department of the Cabinet Legislation Bureau, Director of the Petroleum Refining and Reserve Division at ANRE, Director of the General Coordination Division at the Japan Patent Office, and Director of the Industrial Safety Policy Division at METI. He also served as Director-General of the Corporate Policy Bureau of Wakayama Prefectural Government from 2011 to 2014.

He earned a Master's degree in Public Administration from Columbia University in the United States.
