Xiaowei Liu is a senior energy, sustainability and communications leader with three decades of international experience spanning industry, policy, stakeholder engagement and leadership.
She is Asia Director and Senior Advisor to the Secretary General of the World Energy Council, where she leads the Council’s engagement and partnerships across Asia and works with energy leaders across government, business and the wider energy ecosystem on the challenges shaping energy transitions.
Xiaowei also serves as Council Director of The Conference Board’s Asia Strategic Communications Leaders Council and is Co-founder of Retension, an intergenerational consultancy. She serves on the Board of the Marketing Society Singapore and the Advisory Board of the Global Green Economic Forum, and lectures on sustainability and energy transitions at Singapore Management University.
Previously, Xiaowei spent more than 26 years with Shell, leading External Relations teams at country, regional and global levels. Her career included assignments in China, the UK, the Netherlands and Singapore, most recently as Regional Vice President, External Relations, Asia Pacific. In 2025, she received the Lifetime Achievement Award in recognition of her contributions to the communications profession by the Institute of Public Relations of Singapore (IPRS).
Xiaowei is the author of two books on leadership, communications and sustainability. She holds a BA from Beijing Foreign Studies University and an MSc in Political Economy from the London School of Economics.
