H.E.Dr. Ty Norin is a Secretary of State at the Ministry of Mines and Energy. Prior to this appointment he was a Chairman of The Electricity Authority of Cambodia where he was responsible for regulate the electric power services and to govern the relation between the delivery, receiving and use of electricity.

H.E.Dr.Ty Norin received his Master degree in Electrical Engineering from the Institute of Technology of Moscow in 1986 and he perused his PhD Doctor of Business Administration from the Southern California University in 1997.
